October 2022 imports were 11,438 tons which is nearly right on the license number from last month. November licenses were flat at 11,721 tons. The December forecast, with 8 of 21 days counted, suggests 16,808 tons. This would be three months in a row where the forecast of early licenses disappoints when actual imports are reported.
