September 2022 imports were 13,086 tons which is nearly right on the license number from last month. October licenses were lower at 11,102 tons. The November forecast, with 9 of 21 days counted, suggests 17,769 tons. This would be two months in a row where the forecast of early licenses disappoints when actual imports are reported.
