Environmental protection occupies an important position in economic development, and it has become a solid foundation for healthy economic development. With the advent of the "14th Five-Year Plan", environmental protection has been elevated to a national strategic position and implemented as a basic national policy. In response to the implementation of the basic national policy of environmental protection, a number of measures have been formulated to promote environmental protection to achieve results. However, in the course of practice, China's environmental protection issues have not been effectively controlled. It is clearly recognised that the governance of environmental issues is a long-term task, and we cannot rush to set phased completion goals to achieve the protection of China's ecological environment. This paper introduces the coordinated development model, and analyses and summarises the data based on the development process of China's environmental protection. The research results show that: urban environmental infrastructure investment and investment in the treatment of old industrial pollution sources can not significantly improve environmental quality and have a negative effect on carbon emission reduction; although the construction project "three simultaneous" investment does not reduce the total carbon emissions. But it keeps the growth rate of carbon emissions down, and can significantly improve China's environmental quality.
