This special issue, consisting of 13 contributed papers and an introduction, identifies and analyses a broad array of issues that must be addressed in order to maximize the constructive impact of additional development aid. These issues include: the recipient countries' absorptive capacity; the pace and delicacy of governance reforms; fragmented disbursement of additional aid; donors' incapacities and unhelpful habits; and aid dependency. Several papers focus on Africa (including the cases of Zambia and Uganda), while the cases of India and Bangladesh are also addressed..
