FERC rejects gas plants’ complaint targeting New York’s support for clean energy

The Federal Energy Regulatory Commission has rejected a complaint filed by gas generators seeking to counteract New York’s support for clean energy, with the commission arguing that the New York Independent System Operator’s capacity market strikes the right balance on market power mitigation. “The availability of exemptions, as well as the buyer side market power mitigation rules’ geographic reach, appropriately balance the harms of over- and under-mitigation and are not unjust, unreasonable or unduly discriminatory or preferential,” FERC said in an order issued at its monthly meeting and posted late Sept. 22.
