From the United States Department of Transportation, Federal Railroad Administration The United States Department of Transportation, Federal Railroad Administration (FRA) firmly denies the allegation by Jacob Mathew and Professor Rahim Benekohal that the “New Model for Highway-Rail Grade Crossing Accident Prediction and Severity” (New APS) adopted any of their work. FRA determined that the Mathew-Benekohal articles relied on an outdated 3-equation approach and that their small sample sizes were inadequate.
