Research on the Impact of Environmental Regulation on the Regional Green Economy Efficiency of China Based on Super-Efficiency DEA-Tobit Model

This paper estimates the green economy efficiency of 30 provinces (autonomous regions and municipalities) in China from 2008 to 2020 based on the super-efficiency DEA model. On this basis, the Tobit model is used to study the impact of environmental regulations on green economy efficiency. The results show that (1) from the perspective of spatial distribution; the average value of the national green economy efficiency during 2008-2020 is about 0.75. The green economy efficiency level in the eastern region is significantly higher than the national average level, and the green economy efficiency index in the central region is second only to the eastern region. Western regions except Shaanxi have green economy efficiency index less than 1. From the perspective of time series changes, it can be roughly seen that during the period from 2008 to 2020, the green economic efficiency of all regions has been showing a slow upward trend; (2) The impact of environmental regulations on the efficiency of the national green economy has a restraining effect. At the 5 significance level, the coefficient of environmental regulation on the green economic efficiency of the eastern region is significantly positive, and the coefficient of environmental regulation on the green economic efficiency of the central and western regions is significantly negative; (3) Regional economic development has a significant impact on the green economy efficiency of other regions except for the eastern region; foreign direct investment has a negative impact on all regions; the impact of fiscal decentralization on the central and western regions is negative, and the impact on the country and the east is positive; Investment in fixed assets is not significant to the western region, and other regions are significantly positive; the industrial structure is not significant to the eastern and western regions, and has a significant impact on the country and the central region.
