IT'S HARD TO OVERSTATE HOW crucial the success of the Dodge Dart is to Chrysler, as well as to parent company Fiat. The international conglomerate invested $700 million in a factory in Illinois to build the Dart - a factory that can pump out more than 400,000 copies annually. That's a lot of cars. But for a company that hasn't offered a compact sedan since the last Neon rolled off the line in 2005, the Dart's timing couldn't be better. It seems every manufacturer is touting better equipped small cars, from the Ford Fiesta to the Chevy Sonic to the Hyundai Sonata.
