Russian railcar stoppage rates rise

State-owned Russian Railways (RZD) implemented an unsched-uled 11pc increase in fees for idle rolling stock on the most congested sections of its network from 1 November. The higher rates apply on the Oktyabrskaya and North-Cau-casus branches of the RZD network, serving northwestern and Azov-Black Sea basin ports, respectively. Rates will also rise on the West-Siberian Railway and the Krasnoyarsk, East-Siberi-an, Zabaikalsk and Far Eastern branches of the eastern hub.
