ELECTRICITY DEMAND SIDE MANAGEMENT STUDY RELEASED BY VENCORP

Earlier this year it was reported that the Victorian government was proposing amendments to the Electricity Industry Act 2000 (Vic) (the Act) that would have given VENCorp additional statutory functions in relation to demand side management (DSM). These amendments were assented to on the 28 June 2001.As a consequence of these amendments, and in order to develop appropriate DSM proposals, VENCorp commissioned a study from Charles River & Associates, which it recently released. The purpose of the study was to define the issues and assist in the development of options for Government to consider.The study focussed on the following four issues:1. The nature of the problem, and how demand response can address it2. Possible solutions to the problem and whether they are significant enough to warrant attention3. The barriers to market-based solutions4. What Government can do to overcome these barriers
