The dynamic vision of one man contrasts with the scene in front of us. When the Mayor of Palmerston, Robert Macleod, looks between a sprawling Bunnings and his city's two shopping centres — across empty car parks and arcades and a scrap of bush behind the skate park — he imagines gleaming buildings of 12—15 storeys, offices, quality restaurants and a new water fun park with an 80 m slide. He calls this unusual town as he imagines it: 'Palm Vegas'. "Palmerston is the hub of the Top End," Robert says excitedly. "It's the fastest growing area in the Northern Territory and I would say the eighth or tenth [fastest growing] in Australia. And we've still got a lot of growing to do."
