A federal judge has approved a settlement that could delay the end of coal and petroleum coke exports out of Levin-Rich- mond Terminal to 2026. Judge Yvonne Gonzalez Rogers of the US District Court for the Northern District of California last month approved the settlement between the City of Richmond, California, owners of the terminal, coal producer Wolverine Fuels, refner Phillips 66 and the state of Utah.
