U.S. pipe and tube mills operated at 27.5 of capacity in February based upon preliminary shipment data. This is a decrease of 1.3 percentage points from the January rate once adjusted for final U.S. domestic shipments. At this time last year, the average operating rate was 47.7. These figures encompass all U.S. mills.
