Russian independent Lukoil has begun restarting units at its 50,000 b/d Petrotel refnery in Ploiesti, southern Romania, after completing a major overhaul that lasted for around 45 days. The refnery started to resume operation on 1 December and should fully complete the restart process by 10 December. The overhaul began on 15 October and was scheduled to last until 29 November. A market source said Petrotel is unlikely to run at full capacity after its gradual restart.
