Mandatory carbon market legislation about to be passed in second Canadian province

There's been a lot of talk, but limited concrete action towards establishing a country-wide compliance-based carbon market in Canada. However, in 2007, the government of Alberta - the province where the oil sands developments are located - passed legislation to create a carbon emission market to reduce greenhouse gas (GHG) emissions, and the neighbouring province of Saskatchewan is about to do the same. Other provinces are expected to follow suit.
