What role for pools?

We are now into the fourth harvest of multiple exporters of our wheat. For the 2010 harvest, 28 entities are accredited with Wheat Exports Australia (WEA). A number of these accredited entities run wheat pools, and this requires some discussion. Poolswere established in the 1930s both here and in Canada as a method of evening out the monetary returns to growers. In both countries, financial arrangements were put in place for the pools to borrow funds to make a payment to growers at harvest. The respective wheat boards were controlled by growers who monitored the activities of the pool managers on behalf of the stake owners: the growers. Pools worked well under wheat monopoly marketing.
