The Federal Energy Regulatory Commission’s Office of Enforcement isinvestigating allegations that a natural gas-fired power plant outsideof Boston failed to provide accurate information to ISO New Englandahead of the plant’s commercial operation date.The FERC OE is currently investigating whether there wereviolations of ISO New England’s tariff and “a fraudulent scheme relatedto said violations” by a project developer that participated in a previouscapacity auction, according to a June 23 statement from ISO-NE.In 2017, Salem Harbor Power Development, formerly FootprintPower, missed its proposed commercial operation date, but stillcollected capacity market payments under market rules that existed atthe time, the ISO said.
