The G7 plan’s authors assume that alternative arrangements for seaborne Russian oil trade would cost too much — EU and UK providers account for 90pc of the market. Given that prem-ise, there are no sanctions planned against buyers of Russian oil that choose not to use EU or UK service providers. The G7 proposal is not strong enough for some US lawmakers, who have put forward a bill mandating sanctions against foreign buyers of Russian oil that pay a price above the cap levels, with Kyiv lobbying for the measure.
