On January 20, 2021, the Acting Secretary of the Interior issued Secretarial Order No. 3395, which revoked for 60 days the authority of the bureaus within the U.S. Department of the Interior to "issue any onshore or offshore fossil fuel authorization," including approvals of applications for permits to drill (APDs) and issuance, suspensions, and extensions of oil and gas leases. Secretarial Order No. 3395 instead vested authority for these authorizations with acting officials within the Department at the Assistant Secretary level or higher.
