摘要

China's open-pit coal mines are instrumental in the economy and social development. How to improve the production efficiency of open-pit coal mines under the premise of environment and safety is an urgent problem to be solved. Based on the traditional input-output analysis,this paper considers the impact of environment and safety regulation on coal output, uses DEA model to empirically analyse the production efficiency of Heidaigou Coal Mine (H1 coal mine) and Haerwusu Coal Mine (H2 coal mine). The vertical evaluation indicated that the input factors such as capital factor, environmental cost, and safety cost were well-utilised, while the labor factor, resource factor, and management costs were wasted to a relatively big degree. The horizontal evaluation revealed optimal resource allocation of each production factor considering environment and safety, and provided direction for further improvement of open-pit coal mines.
