THE National Competition Council (NCC) has released its draft recommendations in relation to the BHP Billiton Goldsworthy railway line, and Rio Tintos Hamersley and Robe railway lines in the Pilbara, "that they are declared under Part IIIA of the Trade Practices Act 1974 for a period of 20 years". The draft recommendations will be the subject of a further brief consultation period, after which the NCC will make its final recommendations to the Federal Treasurer. The Treasurer then has 60 days to decide whether he accepts, or rejects, the NCC recommendations.
