COP15: Is the UK fudging its protected areas goal?

Though the headline global target of protecting 30% of the world's lands and seas by 2030 has not yet been agreed, the UK already committed to it domestically two years ago. In March, it published its nature recovery green paper, which outlined some ideas of what could count as a protected area. These included sites which must "have a clear purpose of conserving biodiversity", although this may not have to be their primary purpose.
