Since 2011 the ORTE architecture net-work in Lower Austria has held a spatial planning symposium every autumn in which current issues are examined through discussion.The focus this time around was: "Common good through communities? When we take over re-sponsibility from the State." The concept for this year's question was formulated by Reinhard Sei?, who contributed his experience as spatial planner, critical observer and specialist journalist. Heidrun Schl?gl, Managing Director of ORTE, referred to the complexity of the phenomenon of participation. "Participatory budgeting can have many positive effects in communities that take participation seriously and are look-ing for more than just suggestions. In addition to strengthening civil society and democracy, they can help to redefine redistribution and contribute to the modernization of the administration, and they can even combat clientelism."
