REPORT OF THE BOARD OF INQUIRY APPOINTED BY THE BOARD OF THE NATIONAL HORSERACING AUTHORITY TO CONDUCT ENQUIRY INTO THE CAUSES OF THE EQUINE INFLUENZA WHICH STARTED IN THE WESTERN CAPE IN EARLY DECEMBER 2003 AND SPREAD TO THE EASTERN CAPE AND GAUTENG
The events which are dealt with in detail in this report led to the appointment by the National Horseracing Authority of a Board of Inquiry comprising Judge Edwin King, retired Judge President of the Cape and Dr Duncan Macdonald, senior veterinarian of the National Horseracing Authority; The Board sat in Cape Town on 19 and 20 May 2004 and heard the evidence of numerous witnesses, both professional and lay, which volunteered their assistance. The Board of Inquiry is appreciative of this assistance, most notably that of Professor Alan Guthrie of the Equine Research Centre of the Faculty of Veterinary Science, University of Pretoria, Onderstepoort who gave expert evidence and was present throughout the proceedings, giving valuable advice at the sitting and thereafter.
