The near-term market outlook for the US Gulf remains negative, with downward pressure on day rates. Overall PSV utilisation in the US Gulf slipped again in October. Smaller PSVs lost four term charters over the month, while PSVs of greater than 4,000+ dwt picked up by two term charters. Two large PSVs mobilised to Guyana, while two medium-sized PSV left for Trinidad and Tobago. Two jackups concluded drilling with Byron and Chevron. In December, Arena Offshore will begin a three-month drilling programme with jackup WDF Rig 350. Talos released drillship Discoverer Inspiration in the early part of October. Total and BP are each expected to release their drillships in early November. Furthermore, LLOG and Beacon Offshore are also expected to each release a drillship at the end of November. BP will start a four-month programme with drillship West Vela in December. No floaters or jackups were working off eastern Canada by the start of November, while only platform rig Hebron remained working in the region. Additionally, there are currently no upcoming firm jobs beyond a one-well drillship campaign next year with CNOOC International using drillship Stena Forth. This job has a duration of 90 days and will take place off Newfoundland and Labrador in the Flemish Pass. Work is expected to begin sometime between April and June 2021. CNOOC is planning to charter up to three OSVs, being a combination of AHTS/PSV, for the upcoming project. An ROV spread with various subsea tooling on one of the OSVs would be of interest. The OSVs will be required to provide safety standby, resupply, ice management, towing, and transportation of passengers and oil spill response duties. All vessels must have DP2 capabilities, a bollard pull of 150-200 tonnes, Ice Class 1C or greater classification, a minimum liquid mud capacity of 500 square metres, a minimum clear deck capacity of 600 square metres, and a Fifil or 2 classification. The operator had previously planned to undertake the programme this year but cancelled it due to the ongoing COVID-19 situation. Drillship Stena IceMAX had been hired for the approximate 100 days plus options charter.
