When first analyzed, the Portland, Oregon Metro region's recovery statistics in 2001 seem unexplainable. Metro is a regional government serving three counties and 24 cities in the Portland, Oregon area. The Metro region's 2001 recovery rate jumped more than four percentage points to 48.8 percent. That rate includes recycling, composting and source-separated materials recovered for energy --primarily construction and demolition wood, scrap tires, used motor oil and solvents.
