State regulator the California Air Resources Board (Carb) is developing new coal-bed methane and rice cultiva-tion offset methodologies to add to its list of approved protocols for use in the state’s greenhouse gas (GHG) cap-and-trade programme. Some market partici-pants had lobbied for new approved off-set types because the four existing pro-tocols — ozone depleting substances, agricultural methane, forestry and urban forestry — will not generate enough supply for the scheme’s second and third compliance periods.
