China’s top executive body the State Council has proposed establishing a futures market for carbon permits under its emissions trading schemes(ETS). Authorities could“continue to roll out bulk resource-based futures prod-ucts…such as carbon emissions trad-ing tools”,the council said in a series of observations on capital market devel-opment.Such a move could“give full play to futures market price discovery and risk management functions”.
