A proposal to set aside allowances in the EU emissions trading scheme (ETS) faces lukewarm support from environment ministers. Majority support among members of the European Parliament (MEPs) is also not guaranteed. The vote by parliament's committee on industry, research and energy (ITRE) on the energy efficiency bill, which includes a proposed set-aside of emissions allowances, was postponed last month until 28 February. This was a result of the vast number of amendments that have been tabled.
