Vagit Alekperov, the president and main shareholder of Russia’s biggest private-sec- tor oil producer, Lukoil, has warned against further consolidation of Russian energy assets in state hands, saying it would damage economic effciency. “The total nationalisation of a certain industry in our country is inexpedient, shortsighted and economically ineffcient,” Alekperov told Russian daily newspa- per Kommersant on 16 September. He did not refer specifcally to the sale of the state’s 50.08pc stake in Bashneft - in which Lukoil has expressed an interest - but he was almost certainly referring to Rosneft’s plan to swallow the medium-sized crude producer. Alekperov said that “various forms of ownership” make it easier for the government and “international analytical institutions” to assess oil industry effciency and make development forecasts.
