The Zvezda shipyard under construc- tion in Russia’s far east is to build two semi-submersible exploration platforms for Rosneft. Rosneft president Igor Sechin announced the plans last week at a gov- ernment meeting about development of Russia’s far east. The announcement appears designed to show that Rosneft is not reliant on imported technology and equipment — currently subject to US and EU sanctions — for offshore projects.
