The timetable for the start of pipeline flows of Russian 10ppm diesel to the Latvian port of Ventspils is still hazy, despite Transneft’s plans to switch its system to shipping the grade in January. The Russian pipeline operator has not told the Ventspils Nafta (VN) terminal, which receives 350ppm gasoil from Russia by pipeline, when 10ppm supplies will begin, port sources say, and no tanks have been cleaned to receive 10ppm. VN declines to comment. Trading firm Vitol, which controls VN, also declines to comment.
