Russia’s state-run Rosneft announced a tender last week for the right to export 10ppm sulphur diesel produced at its 340,000 b/d Ryazan refinery. It is offer- ing product for delivery in March- April. The company offered up to 120,000t at the Latvian port of Ventspils on a fob/itt basis. The price will be based on an average of the highest cif northwest Europe assess- ments. Market participants say Rosneft is shipping some Ryazan 10ppm to Ventspils because of limited loading capacity at Russia’s Baltic port of Primorsk, which handles most Ryazan 10ppm diesel.
