Minister outlines impor t substitution plan

Russia aims to cut imports of oil and gas equipment and technology, but will not abandon them entirely, energy min- ister Alexander Novak told the national oil and gas forum in Moscow on 11 March. The oil and gas industry imports 60pc of its equipment and technology, but this is expected to fall to 43pc in 2020, Novak said. The ministry has drawn up a list of 12 groups of equip- ment, materials and technologies for which import substitution will be a pri- ority to 2020. For two categories - hydraulic fracturing and directional drilling - import substitution is con- sidered “urgent” and is expected to take place in 2015-16.
