The White House has directed federal agencies to consider the cost of climate change in a broad swath of government spendingdecisions. The Biden administration said this week that agencies should consider the so-called "social cost" of greenhouse gases(GHGs) that measures the damage caused by every ton of emissions. The metric has informed policy-making since 2008, but the new directive goes further than previous administrations by instructingagencies to widen its use to include budgeting, procurement, permitting decisions, as well as foreign aid.
