Proponents say momentum is building for proposed deepwater offl oading terminals that aim toexpand US crude export capacity and make it easier to access shipping via very large crude carriers(VLCCs). Enterprise Products Partners CEO Jim Teague reaffi rmed the company’s bullish outlook on theoffshore Seaport Oil Terminal (Spot) facility, planned off the coast of Freeport, Texas. After a long-awaited federal record of decision approval last year — pending for more than 1,400days — Enterprise expects to complete permitting by the end of this year, Teague said.
