CHINESE offshore operator CNOOC Ltd launched its eagerly awaited initial public offering in Shanghai with a big bang on Thursday, although it raised less than expected. The company raised 28.08 billion yuan ($4.36 billion) from the A-share issuance on the Shanghai Stock Exchange at an offer price of 10.8 yuan per share - but it had been targeting $5.5 billion.
