In noncovariant, Hamiltonian, formulation of gauge vector actions, the conditions for invariance under electric/magnetic duality transformations and their generator are transparent. Instead, satisfying Lorentz invariance - fulfilling the Dirac-Schwinger stress tensor commutators - becomes a complicated differential constraint on the Hamiltonian.
