A DECISION by the Chinese government to approve only part of Shenhua Groups coal-to-olefins(CTO)project in Baotou,northern China,has left industry observers baffled.Shenhua had planned to build a 1.8m tonne/year coal-based methanol plant and a 600 000 tonne/year methanol-to-olefins(MTO)unit.A lOOmW thermal power station,polyethylene(PE)and polypropylene(PP)facilities were also part of the scheme.
