China on the surface shows a great willingness to keep in step with the requirements of World Trade Organisation membership. But, as John Richardson discovers, if you scratch the surface, you'll discover that a multi-layered, over-bureaucratic government is getting in the way of effective implementation of new legislation with stories persisting of how difficult it can be to do business in the People's Republic.
