Aramco Looks Into Indonesian Refning

BMI View: After years of failing to bring an NOC partner into the country's refning sector, Indonesia appears willing to offer foreign partners further incentives in order to boost its refning capacity. Indonesia is considering creating additional incentives for companies interested in investing in its refning sector, according to remarks by two of the country's top energy offcials. Despite a history of discussions with national oil companies (NOCs), most recently with Saudi Aramco, on building new refneries, no projects have yet reached the construction phase. In BMI's view, reaching an agreement with an NOC partner is a priority for Indonesia in order to avoid becoming increasingly dependent on fuel imports.
