When the U.S. Energy Information Administration released its closely 'watched Winter Fuels Outlook in fall 2013, it predicted that households heating with natural gas would see a 13 percent increase in their utility bills-to an average of $679-during the upcoming winter. The increase would be due to higher proj ected market costs of natural gas, said EIA, and not the weather, which at the time was forecast to be generally consistent with the year prior.
