NATURAL GAS RATE decoupling-breaking the link between utility earnings and energy commodity sales to promote conservation-is in use in 29 states, a report by SNL Financial says. The report, prepared for SNL by Regulatory Research Associates, includes straight-fixed-variable rate (SFV) designs among regulatory regimes that mitigate the possible negative effects of conservation programs on utility revenues.
