ALBANY—Some legislators in New York believe a utility consumer advocate could help give valuable input as local distribution companies continue to update the state's pipelines. New York has 4,300 miles of cast iron and 7,900 miles of unprotected steel pipe that federal regulators say should be replaced. Consolidated Edison Co. of New York alone has estimated it will cost $10 billion to replace all of the utility's cast iron and unprotected steel infrastructure.
