REPEAL OF THE Public Utility Holding Company Act of 1935 (PUHCA),which goes into effect Feb.8,2006,could spur utility mergers,but the full effect of PUHCA's elimination won't be known for some time.The PUHCA repeal provision was part of the Energy Policy Act of 2005,which President Bush signed in August.
