Non-uniform traffic can affect communications quality in microcellsystems, and this disparity in communica- tions quality between basestations (BSs) lowers the system ef- ficiency in CDMA systems. Iftraffic distribution and propaga- tion conditions are already knownduring the introduction of a CDMA system, it is desirable to designcell areas according to the non-uniformity of traffic distributionand BS locations. Cell area is determined by the transmission powerof the pilot- signal from the BS and it is necessary to control thetransmission power of mobile stations in the uplink, which isdetermined by the desired power level at the BS, according to thecell area.
