EU energy ministers held an emergency meeting on 9 September at which they were expected to give the European Commission a mandate to come up with spe- cifc proposals addressing the impact of high gas prices on their economies. Commission ofcials have been working to develop a number of proposals to present to ministers, including caps on the price of Russian gas imports and reinvesting windfall profts from fossil fuel producers and renewable generators. Commission president Ursula von der Leyen had already voiced her support for emergency measures to cap the cost of Russian gas imports. But Czech energy minister Jozef Sikela, chair of the 9 September meeting, was keen to keep that option of the agenda, fearing it would lead to a full Russian gas supply cut.
