ASCE's External Review Panel Expresses Concerns Over Safety, Urges Corps to Complete Risk Assessment Of New Orleans Hurricane Protection System

In a letter delivered on November 29 to Lieutenant General Carl A. Strock, P.E., M.ASCE, the commander and chief of engineers of the U.S. Army Corps of Engineers, ASCE'S External Review Panel (ERP) states that "the ERP believes that it is essential that the Corps place completion of the risk analysis at the highest level of priority. This [risk analysis] work is of critical importance, particularly since its findings will affect people's determination as to how safe it is to reside in the New Orleans area." The letter summarizes the ERP'S review of the draft of the final report prepared by the Interagency Performance Evaluation Task Force (IPET)-Performance Evaluation of the New Orleans and Southeast Louisiana Hurricane Protection System-which was published on June 1. ASCE convened the ERP in October 2005 at Strock's request to peer-review the work of the IPET, the body set up by the Corps to review the performance of the hurricane protection system in New Orleans and southeastern Louisiana. Composed of 14 experts from various technical fields-including many specialties within civil engineering-the ERP has worked collab-oratively with the IPET to ensure that the lessons learned from the tragedy in New Orleans are incorporated into rebuilding and recovery efforts.
