The destructive effect of cyber disruptions between nation states is leading to calls for cyber weapon agreements. Should we look to nuclear arms treaties as our guide? CYBER-ATTACKS ARE damaging and disruptive when orchestrated by criminals and hacktivists with a point to prove, but they take on a more sinister and potentially catastrophic significance when carried out or supported by government-funded military or intelligence units.
