India’s state-run upstream oil and gas producers have this year joined their downstream counterparts in announcing ambitious Scope 1 and 2 net zero targets — for emissions covering their operations — decades ahead of India’s ill-defined 2070 target, and even ahead of many oil companies elsewhere. But hitting these targets is likely to become more difficult as Delhi is also expecting state-run firms to prioritise meeting India’s rising oil and natural gas demand in the decades ahead, while their low-carbon investment plans are harder to pin down.
